Equipment

  1. Uniforms
    1. May consist of a sweater and a cap and must be worn by all players while participating in a game. Sweaters shall be numbered with unique numbers.
    2. Conventional baseball uniforms, including a shirt, pants, cap and socks as used by teams in the major leagues.
    3. Managers or coaches occupying a coach’s box must be identified by, at least, a team cap to full uniform in regular season play.
  2. Gloves
    1. It is recommended that members of the fielding team; pitchers, infielders and fielders, wear fingered fielder’s gloves.
    2. It is mandatory that the catcher wear a standard catcher’s mitt.
  3. Footwear
    1. Standard running shoes or shoes with molded rubber cleats (soccer style shoes) may be used.
    2. Shoes with metal cleats are prohibited.
  4. Bat
    1. Shall not be more than thirty-two inches (32″) in length. It shall not be more that two and one-quarter inches (2-1/4″) in diameter at its thickest part.
  5. Rule 17 will apply in its entirety.
  6. Helmets
    1. All batting helmets shall be equipped with chin straps. Players of this age group on any field of play, must wear an approved batting helmet with chin strap attached.
  7.  Catchers’ Gear
    1. It is mandatory that full catchers’ helmets be worn by all catchers, in addition to a normal chest protector, shin guards, face mask – with throat protector – and athletic supporter cup.

Playing Field

  1. The regulation playing field shall be laid out in agreement with measurements provided Figure 3-4.
  2. The distance between all bases shall be 60 feet (60′).
  3. The distance between the point of home plate and the pitcher’s rubber shall be forty-six feet (46′).
  4. The batter’s boxes shall be 3 feet (3′) wide and 6 feet (6′) long and the inside lines shall be parallel to and six inches (6″) away from the side of the plate.
    It shall extend three feet (3′) in front of and three feet (3′) behind the center of home plate.
  5. The pitcher’s mound shall be raised to a gradual slope to a height above the levels of the base-paths of six inches (6″).

 General Rules

  1. In this division of play, pitching is allowed and subject to rule 20(D)(3) following.
  2. The standard playing rules of baseball shall apply with some exceptions as listed below.
    1. No dropped third strike rule
    2. No in-field fly rule
  3. Each team shall be structured as per Rule 3.
  4. Should one team not be able to field a full team of eight players, and the opposing team can, the game is “forfeited”. The teams may play an exhibition game; however, pitchers will be subject to Rule 13 in its entirety and Rule 20(D)(3). If both teams cannot field 8 players, no game results, no make-up game will be allowed.
  5. Before the game begins the manager or coach must give a copy of their batting lineup to the opposing manager and official scorekeeper.
  6.  It is recommended that all players be listed on the batting lineup in the order that they bat for the entire game and the order remain constant for the entire game. Late shows to be added to the end of the lineup and will be allowed to play. If game has been declared forfeited, it will remain so.
  7. All players in attendance at League games in which their team is participating must play at least three complete innings of a five inning game, and four complete innings of a six inning game.
  8. Any number of substitutions may be made and players may be changed to any defensive position without reporting these changes to the scorekeeper

Administration of Games

  1. Starting Time and Time Limits It is recommended that starting times for games be 6:00 p.m.
  2. Length of Game
    Regulation games shall be six (6) innings.

    1.  During the month of April, a game will consist of four (4) complete innings. If the home team is in the lead after 3 and one-half innings, this will be the official score, but the home team will still bat in order to allow the players an equal number of batting innings.
    2. Regulation games for the months of May and June shall be six (6) innings, however, if the game is called for any reason, it is an official game if five (5) innings have been completed or if the home team has scored more runs in four or four and a fraction half-innings than the visiting team has scored in five completed half innings.
    3. Games may be cancelled due to rain and thunder/lightening. See Rule 12(7). If a game is cancelled because of weather conditions prior to becoming a regulation game, it shall be considered a suspended game and Rule 14(4) applies. In this case, reschedule the game commencing from exactly where you left off. Whoever shows up for this rescheduled game will play, but the concept is to try and maintain the same semblance as when the game was suspended.
    4. Rule 14 shall apply in its entirety.
  3. Pitching Rules
    1. Pitching is permitted in this division and a pitcher may pitch a maximum of three (3) innings in a calendar day and six (6) innings in a calendar week.
    2. The requirements of Rule 13 shall apply in its entirety.
    3. The pitcher may pitch from the “Set Position” without coming to a full stop before delivery.
    4.  No “Balk Balls” may be called against the pitcher.
    5. During tournaments approved by the B.C.M.B.A., a pitcher is allowed to pitch as follows:
      • A pitcher may pitch a maximum of 3 innings in a calendar day. NOTE – Rule 20(D)3(a) continues to apply.  
      • Rule 13 in its entirety continues to apply in any tournament. 
      • First year pitchers are to pitch the first inning. Maximum of 2 runs for the first inning per team. 
      • Note: A first year pitcher is considered by his/her age and not by the number of years he/she has played in the league.
      • A pitcher who hits two batters in a game shall be removed from the pitching position.
  4. Playing Rules
    1. Batting/Length of Inning  
      1. Three (3) “outs” or four (4) runs will constitute an inning (except that a team may score unlimited runs in its last turn at bats). The last inning of a game must be a “declared” open inning by the umpire. 
      2. All players will bat, in the order they are placed on the lineup sheet, whether they are on the playing field or on the bench in any given inning.
    2.  Leadoff
      1. When a pitcher is in contact with the pitcher’s rubber, with the ball in their possession, preparatory to the pitching act, base runners shall not leave their bases until the pitched ball has crossed home plate.
      2. When a runner does leave their base, before the pitch has crossed home plate, the offending player(s) shall be called out, the ball is dead and no pitch shall be called.
  5. Umpires
    1.  The requirements of Rule 15 and Rule 18 shall apply
    2. The provisions of Rule 20 (A) (3) shall apply.
  6. 10-run mercy rule is in effect after five complete innings, four and one-half if the home team is leading.
  7.  Scorekeepers

The requirements of Rule 19 (H) shall apply
